The initiative will span 18 months, starting from January 1, 2026, and ending on July 4, 2027. It aims to boost investments in digital infrastructure, energy systems, and essential public works. The Critical Infrastructure Finance Initiative goes beyond typical loans. Bank of America will include qualifying primary-market loans, investments, capital markets deals, and advisory services toward reaching the $250 billion target. The initiative also encompasses banking solutions and supply-chain services tied to eligible infrastructure projects. Funding can benefit both corporations and individual assets. The bank plans to leverage its corporate banking, investment banking, and markets units to assist clients seeking capital for major projects across the U.S.
Digital infrastructure is a key focus area within the program. Eligible initiatives include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy segment covers conventional and renewable generation, storage, and distribution systems. Core infrastructure projects include transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining. Bank of America also emphasized that the initiative responds to increasing infrastructure needs in computing, manufacturing, energy, and domestic supply chains.
The program emphasizes technology, energy, and vital infrastructure
Bank of America stated that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will coordinate the initiative. All eight of the bank’s business lines will be involved. Jim DeMare, co-president of Bank of America, explained that the focus is on infrastructure supporting the economy, energy security, and technological progress. The bank intends to track qualifying transactions over the 18-month period. These transactions will count toward the total $250 billion commitment.
Job creation and workforce training are also part of the bank’s goals. Bank of America mentioned that infrastructure projects could generate employment in construction, manufacturing, technology, and ongoing operations. The bank supports training programs through employers, nonprofits, and community colleges. In 2025, it invested nearly $40 million in over 730 workforce development partners nationwide. These initiatives focus on skills training, education, and employment readiness.
The funding effort extends through July 2027
According to the bank, its workforce partners helped over 90,000 individuals find jobs in 2025. They also reported providing training, education, or job-readiness programs to more than 290,000 people. Bank of America noted these figures are separate from the infrastructure financing goal. Karen Fang, global head of infrastructure and sustainable finance, stated that large infrastructure projects require coordinated funding across multiple sectors. She also co-leads the Global Capital Solutions team.
Progress will be measured based on eligible financing activity during the program’s duration. The bank explained that its approach aligns with the framework used for its existing $1.5 trillion sustainable finance target. The new initiative specifically targets infrastructure development and modernization within the United States. The program’s end date on July 4, 2027, extends beyond the nation’s 250th anniversary. The bank stated the effort will promote infrastructure, job creation, economic growth, and community development nationwide.
